His affiliations include the Louisiana State Bar Association and his presidency at the Fourth Judicial District Bar Association in 1998. He earned his Bachelor of Arts in Government from Northeast Louisiana University (now the University of Louisiana at Monroe) in 1975, graduating Magna Cum Laude. During his academic journey, he distinguished himself as a member of Phi Kappa Phi, Omicron Delta Kappa, and Phi Alpha Theta. Elmer’s leadership prowess shone as he served as Vice-President of the Student Government Association. Soon after in 1978, Elmer earned his Juris Doctor degree from the Louisiana State University School of Law and took on the role of Senior Class President.
